AHIC 2026 Risk Rating Guidelines: Updated Instructions and Grids 

AHIC has adopted updated Risk Rating Instructions and Guidelines for evaluating the performance and risk profile of Low-Income Housing Tax Credit (LIHTC) investments. The revised guidance is being published in April, with the goal of industry adoption by the fourth quarter of 2026.

Because the AHIC framework is widely used across investor institutions, we recognize that updates to the guidance may raise questions about how ratings—and particularly watch list designations—may be affected in practice.

The purpose of these revisions is not to weaken standards or reduce oversight, but to clarify how risk should be evaluated and governed. The updated framework continues to start with objective metrics, while requiring that any decision to maintain or improve a rating be supported by documented, quantified mitigants.

In practice, the goal is to produce ratings that reflect the true risk profile of an investment, including both current performance indicators and the documented capacity to remedy emerging issues.

The updated guidance also reinforces watch list governance, including expectations for enhanced monitoring of assets rated C or worse and clearer discipline around how long assets should remain at that rating without documented mitigants supporting it.

AHIC is releasing several resources alongside the updated instructions and guidelines to help the industry understand and apply the changes.

  • Executive Summary of the Changes
    An executive summary is available on AHIC’s website summarizing the key updates. It also includes practical guidance on how to apply the revised framework, including how to evaluate mitigants alongside the updated risk rating grids

  • Industry Webinar – June 18, 2026
    AHIC will host a webinar on June 18, 2026, where members of the Asset Management Committee will walk through the changes, explain the rationale behind them, and answer questions from investors and industry participants.

  • Living FAQ Document
    AHIC will also maintain an FAQ document addressing common implementation questions. This resource will be updated over time as feedback and questions are received from the industry, helping promote consistent interpretation of the guidance. (Submit your question here.)

Implementation Timeline

The revised Risk Rating Instructions and Guidelines were published April 1, 2026, with AHIC encouraging industry adoption by Q4 2026. This timeline is intended to give organizations time to review the changes, ask questions, and determine how the updated framework fits within their internal asset management processes.
