With two landmark housing bills enacted in the past two years — the One Big Beautiful Bill Act, which expanded the Housing Credit, and the recently passed ROAD to Housing legislation — the discussion will focus on how these new laws are being implemented, what guidance or regulatory action may still be needed, and what comes next on the housing legislative agenda. Emily will also address the renewed focus on Community Reinvestment Act reform, including the recent OCC and FDIC proposed rulemaking and its potential implications for bank investment in the Housing Credit.

LIHTC investors understand the deal, but are often far removed from the resident experiences that shape whether an affordable housing community succeeds. Beth Southorn, Executive Director of LifeSTEPS, will share what frontline service providers see after lease-up — health challenges, financial shocks, trauma, isolation, and other pressures that can threaten housing stability.

The session will explore the connection between housing and health, the gap between resident-services commitments and actual delivery, and why important resident realities may never reach investors. It will encourage investors to look beyond whether a property has a service plan and ask whether services are adequately funded, responsive to resident needs, integrated with property operations, and contributing to stronger resident and property outcomes.
